That "space sheriff" line reminds me of something about "Hard Travelling Heroes" that Kurt Busiek said. Originally, the Green Lanterns were supposed to be "space sheriffs" not "space cops."

what is the difference between sheriffs and cops? Is the a clear distinction (when applied with a 'space' prefix)

I think the idea is that a sheriff has far wider latitude when it comes to dealing with problems than cops (at least in fiction).

Cops have someone always standing over their shoulders, strict rules to obey, etc.

A sheriff enforces the law on his own, and as he sees fit (again, in fiction) without someone breathing down his neck.

I remember that. IMO, Kurt hit the nail on the head when he said that being a foil for GA meant that anyone who wasn't Black Canary was automatically wrong.
