That "space sheriff" line reminds me of something about "Hard Travelling Heroes" that Kurt Busiek said. Originally, the Green Lanterns were supposed to be "space sheriffs" not "space cops."
I remember that. IMO, Kurt hit the nail on the head when he said that being a foil for GA meant that anyone who wasn't Black Canary was automatically wrong.

A sheriff enforces the law on his own, and as he sees fit (again, in fiction) without someone breathing down his neck.
