Honestly, he could probably conquer 616 Earth if he really took advantage of what time travel can do. He always pops back to the 40th century when defeated, but he never just travels back to the next second fully regrouped and ready to fight some exhausted Avengers. He never uses historical records to attack the Avengers when they're distracted with something else. He barely uses that planet-sized army. Frankly, he should be a lot more terrifying than he is.
Gotta love Kurt Busiek. He explained Kang as the conquest equivalent of someone doing a challenge run on a video game, and still gave us one of the most threatening Kangs ever.
Anytime Kang finds himself fighting a mysterious new enemy, there's like an 70% chance it's another Kang, with a 15% chance it's Ramona. The man encounters himself more than The Doctor.
Sometimes it's also the opposite -- when there's a familiar enemy it's actually someone else. Like Nebula-Ravonna, and a whole council of cross-time Kangs who were actually cosplayers.
It'd be more of a twist if it turned out to not be a Kang. (Though how it could be Ms. Lion, I've no idea. Maybe she made a bargain with the High Evolutionary.)
Quentin Beck was never a time traveller, but he did do some running around in the Ultimate Universe for whatever reason.
Theory: Kang has beaten the Avengers before. He's beaten them lots of times. The first time he probably just looked up a time all the superheroes were meeting and timeported a nuke on top of them. Some survived, of course, but not enough to stop him after he dropped an army into every capital city in the world. Soon the world was firmly under his control. And that's when it became boring. He was Kang the Conquerer, not Kang the Administrator. Why did he even want to rule a past version of the world he already owns? To steal resources that are going to be his anyway?
So he reset the timeline. The Avengers are his favorite game. He could just kill them all as babies, but that's like playing a video game and skipping a great boss fight. So he raises the difficulty. Can he conquer the world with a single sword-ship? How about a single growing android? If he breaks his toys, he just resets.
Someone should make a strategy action game where you scheme against a group of superheroes. That would be awesome.
