Whilst on a get-away-from-it-all date with Batgirl... well sort of... there's a tied up gangster in the car, but that's more of an occupational hazard (Or in Dick's case being tied up in a gangstyers car, but that's not relevant here), he finds someone in the front seat who is a dead ringer for Ric Grayson... Dick is NOT happy about THAT (is anyone?) and so the new arrival offers to take on a new appearance...
Oh, this should be fun, and the little guy does seem a step up from Dick's last Mite, Larry from the Teen Titans cartoon (real name Nosyarg Kcid!)

And at the end, the imps all go home and everything is reverted back to normal except for any changes that writers want to make for the hell of it.
Harley Quinn's imp would, of course, be painfully serious and utterly boring since let's face it, it's hard to be more chaotic and capricious than Harley.
