It's the inconsistency that makes it bad writing. The authorities are so obsessed with control and secrecy that they raise Hyperion in an information bubble and then do everything possible to kill, imprison or discredit him if he strikes out on his own? Okay, sure. But meanwhile those same authorities try to give his powers to a bunch of adult convicted murderers? And when Redstone goes rogue, wrecks the program and starts slaughtering massive numbers of innocent people in public, they...drop him in another country and tell him to kill literally anyone he feels like killing, forever?

And now the government is going to blame Redstone's American victims on Hyperion, thus guaranteeing that the US will be blamed for all of Redstone's overseas murders in the future?

Even cartoonish supervillainy at least benefits the villain. This is just pointless.
