Of all the ways for Noh to figure out he's thrown in with a bunch of maniacs, and that's the way it happens?
It's funny how writers sometimes get super in to a character for about ten minutes, like Bendis did with Noh at this point. So he's in Secret Invasion, where he contributes nothing to the plot. And then he's here, where he contributes nothing to the plot, then quits. Then he became the Protector for about five minutes, was in the Avengers, where aside from the time-travel storyline he didn't do much... And then Avengers Vs. X-Men where he betrayed the Avengers, lost the title of Protector and got chased off. Which is an oversimplification, but it's odd how much attention Bendis gave him just to amount to so little.
Also, that photo of Karla as Ms. Marvel. By this point she's been an Avengers for about... a day? Two days? And somewhere in that time, she's gotten a photo of herself, had it developed, framed and placed in her room, while off fighting Morgana Le Fay. Is that why she's acting so distracted? "Hmm, was Alien Boy saying something? I'm too busy thinking about my awesome painting of me. Maybe I should look at it again. Yep, still as devastatingly brilliant as it was two minutes ago."
"Sure, I was a psychotic costumed killer - but you have to understand, it's not my fault, because I'm incredibly weak and easily manipulated. Please give me vast unchecked powers."
Oh, and my headcanon is that Noh-Varr's confusion is because Karla introduced him to pegging.
He actually has a point about not being an elected official.
The only elected official in the federal executive branch is the President. All of his Cabinet are appointees. General rank officers are confirmed by congress, as are the directors of the FBI, CIA, and NSA.
The reference to the Daily Bugle technically backing him up against Spider-Man is a nice touch. The chemical imbalanced bit is also nice, but there is still a tremendous amount of stigma against those of us with neuro-chemical issues, so that would likely not work in his favor.
Karla and Noh in bed: Gotta love the L-shaped sheet. I wonder what they got up to that has Noh-Var so nonplussed.
It feels absolutely bizarre that this happened at all given that just a few years ago, Osborn had become EiC of the Daily Bugle, rebuilt his reputation, and then flipped out in a Goblin costume, ruined everything, went on the run, etc.
Ordinary citizens of the MU apparently have no object permanence.

It's kind of tragic that letting Norman Osborn have any kind of power isn't even the worst failure of the Marvel Universe's Bush government.

I'm honestly surprised Marvel didn't manage to go as far as to let Norman run for President. If the storyline had run now, I'm sure they would have.
