Given than he rarely seems to spin his upper body when flying, it always implied to me that either his entire lower body was connected to his upper half by some sort of weird biological pivot rather than a spine, or else he can generate whirlwinds mentally and the apparent physical spinning is more "being caught in his own updrafts" than anything, so being able to summon a small one up in his hands doesn't seem THAT wrong to me.
No, he definitely spins. Trapster, of all people, once defeated him by gluing his feet to the ground just as he started using his powers. The results were ... not pretty.
