I haven't really been keeping up with the JSA lately: what's Jay doing, here? Is he mayor of some town or something? And who's the heavy guy with the bowl cut? And lastly, why does he look so stunned when Jay actually does what he advised him o do in that one panel (and yet isn't in the group shots)?
Jay was appointed to be mayor, per some special city rule or something.
As a consequence, he has an advisor, the guy with the big bowl cut... and the advisor is stunned that Jay actually -took- his advice and used his distinct status as a non-politician to cut through the politics and get things done. Because, you know, how often do politicians actually listen to good sensible advice?
... but wasn't the whole thrust of his argument that Jay isn't a politician? So why should he be surprised when a non-politician listened to good sensible advice?
Sad how invested I used to be in this series back when Johns was writing it (numerous dropped plots and all). Now? Pffft...too many new characters for me to keep track of. Alan creating a world on the moon? Jay being mayor of a city? Whatever happened to good old fashioned heroing?
