Batman fights his way to the warden’s office, but arrives too late to catch the Joker.

The only way they must get guards and orderlies to work there is to pay crazy wages. The doctors and nurses? Same, unless they are like Harley and really want to study the crazy inmates and figure they can cure them. Arrogance in the medical profession is widespread. 🙄

Jim Aparo was a tremendous talent, but the art here does not seem to show him at his best. I hesitate to criticize the inking in case Aparo was inking himself, but it doesn't seem like the smoother line of Mike DeCarlo that so often enhanced Aparo's style. And the script, taking place in daylight with lots of noise and shouting, doesn't give Aparo the chance to demonstrate his gift for shadowy atmosphere or wordless storytelling. That last panel just comes across as silly.
