This was one of the "Peter Parker's book tour" stories from the late 1980s.

Peter Parker is at a normal Cape Cod town. That has people going berserk and screaming "Hate outsiders!"

The issue is written and drawn by Richard Howell.

Peter is promoting "Webs" a collection of his Spider-Man photos. As soon as he gets out of his car someone starts screaming "Hate outsiders!" Peter's local contact, Jeff, tries to explain it. Jeff has a habit of making lots of movie references.

Later that night...

Peter changes into Spider-Man and investigates. The next day, he gets more information.

Spider-Man sees the new clinic that treats "stressed out townspeople" is really brainwashing them into hating outsiders. Spider-Man calls the West Coast Avengers, asking for a biochemist. (Peter Parker is a biophysicist, which is different.)

Hank Pym arrives and quickly realizes what drug is being used in the water. This being a comic book, he is then knocked out by the cultists and taken to their master.

So, Nekra is blaming Hank for Ultron's actions, which was creating the Vision. Huh.

The Grim Reaper is dead after the events of the second VISION AND SCARLET WITCH miniseries. (Which is VERY popular these days.) Nekra is dragging around his body in a preservation tank. Eric Williams was resurrected in a later WEST COAST AVENGERS storyline.

Nekra is a "hate powered" villain. Her controversial origin has been posted elsewhere on this board.

Spider-Man makes a "thugee/Bombay doors" joke, with Pym pointing out this is supposed to be an African hate cult.

Nekra is too strong for either Pym or Spider-Man to fully take on. A few of Pym's gadgets distract her and pin her to the cave wall. Saving the hypnotized/drugged people takes priority.

Peter Parker and Hank Pym talking about a life without love. Excuse me while I sigh sadly. And not just about how some creators AND fans think most superheroes don't "work" with long-term love interests.

"Impulse" and "The Snake Pit" sound interesting.
