Yes, Pre-Crisis she was a college graduate and was working as a Librarian before she became Batgirl, and whilst Dick was still in high school.

Over the years, they adjusted her age down as she and Dick got closer though she was always older than he was. Now since the DCnU I think they're the same age, but ironically I see absolutely nothing to suggest they would ever be a viable couple.
